Covid-19: C'River Issues New Public Health Guidelines

...Test for COVID-19 at Health Facilities across state using Rapid Diagnostic Test Kit.

Following the spread of the COVID-19 Virus and the sequencing of the Delta Variant of COVID-19 in the state which has affected a good number of persons lately, the Commissioner for Health and Chairman COVID19 Taskforce in Cross River state Dr Betta Edu has released a new health guideline on COVID19 testing which is intended to provide protection for the Health workers (front line) and the patient as well as aid early detection of suspected cases, thus reducing spread and saving lives in the communities.

This step which is expected to ramp up the state testing for COVID-19 and support the surveillance section of the epidemiology Unit of the public health response from the ministry of Health to reach more persons, confirm more cases and  build skills of front line health workers to overcome the pandemic is rated by many Public Health specialist as being timely!

The state has purchased several Rapid Diagnostic Test kits for COVId-19 in addition to previous donations from NCDC which is to be distributed to all major Health facilities in the state both at secondary and primary Level. The state Epidemiologist's and the Rapid response team has also begun the training of more frontline Health workers on testing for COVID-19 since they are expected to test all those who come into their health facilities before treatment.

The Honorable Commissioner for Health is using the medium to advocate to Cross Riverians to take the vaccines and stay protected as all those who have died of COVID-19 or have come down with very severe forms of the disease are people who have never taken the vaccines. Don't gamble with your life; get vaccinated immediately! Vaccines are limited!

Covid-19: C'River begins vaccination of Second dose

As the Presidential Steering Committee on covid-19 announced new guidelines to mitigate the spread of the dreaded decease, the Cross River State Government has also commenced the second round of the Covid-19 Vaccination exercise.

This was made known by the Director General of the State's Primary Healthcare Development Agency, Dr. Mrs Janet Ekpenyong. According to a statement signed by the DG, the exercise kicks off from May 26th 2021 with a state flag off at the Primary Healthcare Centre Ediba by 10:00 am Prompt.

The statement added that all eligible individuals who have had their first doses are expected to return to their vaccination sites or the nearest  Government Healthcare facility for the second dose of the astrazeneca vaccine.

While asking individuals to kindly check their vaccination cards for the date slated for their second dose and ensure they visit the health facilities to receive the second dose to gain full protection against COVID-19.

"The eligibility period between the first and second doses of the vaccine is between 6-12 weeks as advised  by the World Health Organization and other health regulatory bodies. Covid-19 Vaccination is free, safe and Effective."

CRSPHCDA and Akpabuyo LGA to Collaborate for Effective Healthcare Coverage For Citizens

The Cross River State Primary Healthcare Development Agency and Akpabuyo Local Government Area are set to collaborate to build an effective and efficient healthcare system for the benefit of the people.

This was part of the deliberation met when the Director-General of the Cross River State Primary Health Care Development Agency, Dr. Janet Ekpenyong paid a courtesy visit to the newly elected Chairman at the council's Secretariat in Ikot Nakanda.

The DG who said for a healthy society and a functional system, all parties must work together in harmony to make policies that will provide first-class health services to the people especially those in the grassroots.

The DG who further admonished the Chairman to maintain the momentum already established in the area council on promoting quality and effective healthcare services urged him to lend his voice to the global pandemic which has hit the world and other diseases which is predominant in the area council.

In his response, the Executive Chairman of Akpabuyo Local Government Area, Honourable Emmanuel Bassey who praised the diligent nature of the DG, thanked her for the visit and the support which the Agency has provided for dwellers in the LGA.

He, therefore, pledged his resolve to prioritize healthcare services in the LGA as he said he is ready for a fruitful collaboration in the nearest future which he believes will impact the lives of his people.

"In Akpabuyo, one of the most critical sector that must be attended to is the health of our people, and I must commend you for championing a great fight in meeting the health needs of our rural people

Sure health will be given a greater priority, we are going to continue from where the previous administration stopped and collaborate with your Agency for the benefit of our people".

The chairman who described Akpabuyo as a volatile area thanked the Agency for raising awareness on Covid19 and other diseases, he also said he and his team won't relent in making healthcare accessible to his people.

The visit also saw the Director-General present some personal protective equipment for the council including hand sanitizer, facemask as well as Veronica buckets to halt the spread of the Covid-19 virus.

Present at the meeting were the Director of Local Government health Authority in charge of Akpabuyo(Eyo Ekpenyong), The Head of Local Government Area (HOLGA), and Directors in the Local Government Area.

As community health or primary Healthcare becomes the focus of health care delivery worldwide with a focus on universal health coverage, the Director-General of the Cross River State Primary Healthcare Development Agency, Dr. Janet David Ekpenyong has called on the leadership of Calabar Municipality for a partnership leading towards effective healthcare delivery in the state capital. 

The director-general of the Cross River State Primary Healthcare Development Agency, Dr. Janet Ekpenyong has solicited for a worthy working relationship between the agency and the council for effective healthcare delivery for Cross Riverians.

The DG, who made the appeal during a call on the Mayor of the Municipal Council, Hon. Nta Eke, who was recently sworn into office said, for efficiency in service delivery and dividend to be felt by citizens, the area council as well as the Agency responsible for grassroots mobilization of Healthcare workers must collaborate to ensure that quality services are maintained in line with best global practices.

In his response, the Chairman of Calabar Municipal Council and Mayor of Calabar, Honourable Nta Eke disclosed that Primary Healthcare services are topmost on the council's priority list as he seeks to collaborate with the Cross River State Primary Healthcare Development Agency in adopting its scope of operation to obtain results.

Hon Nta said the Primary Health care Agency has done enormously well in sensitizing Cross Riverians across the state on various covid19 protocols which he said are well adopted in all Local Government Areas today and as such the policies of the agency will be adopted to provide effective, efficient and quality healthcare services to residents of Calabar Municipality.

The Visit saw the presentation of various personal protective equipment to promote hand wash protocols in the council Secretariat and within the area council.

Ekpenyong warns of immenent danger over low reportage of other diseases, except COVID-19

2nd July, 2020, CALABAR 

Since the outbreak of the Covid19 pandemic, little campaigns are been made to promote other services in health institutions which expert says ,could overwhelm the nation if urgent steps are not taken.

This is why the Cross River State Government is calling on operators of different media houses to diversify their focus in their news reporting to create more awareness on other diseases rather than Concentrating solely on the Covid-19 pandemic.

The Director General of the state Primary Healthcare Development Agency Dr.Janet Ekpenyong stated this in a workshop organized for representatives of different media houses on effective ways of reporting  infectious diseases which is still ravaging the lives of citizens.

  

Ekpenyong said, with high mortality rate still reported on other common diseases, the lone attention given to Covid19 may become catastrophic as she said the state and nation cannot afford to handle another pandemic after the ease of the global Corona Virus.

She said part of the attention should be shifted to actualizing a 100% immunization coverage across the state and country on all vaccine preventable diseases still killing children under 5 years old.

Dr. Ekpenyong said the health Sector is leveraging on the media to reach out to those at the grassroots level to visit the hospitals for proper medication as heath workers are available to provide health services with all preventive measures on Covid-19 pandemic put in place.

As Nigeria beat polio, Ekpenyong ascribe feat to Primary Healthcare workers

The World Health Organization (WHO) recently announced that polio is no longer endemic in Nigeria, leaving the devastating disease endemic in only two countries and bringing the world one major step closer to achieving this goal of ending polio for good.

In celebrating this feat, the Director General of the Cross River State Primary Healthcare Development Agency, CRSPHCDA, Dr Janet Ekpenyong ascribed the defeat of the endemic to health workers with particular reference to Health workers in  Primary Health Facilities for their steadfastness and commitments in health care delivery. 

Ekpenyong made the commendation in Obudu Local Government Area of Cross River State while addressing health workers in the just concluded training for health workers on covid19 and other infectious diseases.

The DG who stated that the status is well deserving, congratulated Health workers across the country and in particular staff of the Cross River State Primary Healthcare Development Agency for their worthy and selfless services in reaching out to children across the state.

Dr Ekpenyong said,grassroot health workers are panacea for any nation to attain Universal Health Coverage and thus the worthy accolades being bestowed on them.

She however urged them to expand their scope of coverage and adopt newer techniques to encourage voluntary participation by parents and care givers to bring their wards for other immunization services.

"While some of us were in the office trying to make policies and attend to other administrative duties,you all rode on motor bikes,climbed hills and crossed bridges under harsh conditions to ensure that every child in Cross River State got immunized and the confirmation is that,Cross River State has been declared Polio free and that gave Nigeria the opportunity to attain the Status of a Polio Free Nation.

"Today the nation has been declared polio free and I must congratulate every health worker out there for their dedication and professionalism especially those in Cross River State who have  defiled nature's predictions and ensured 100% immunization coverage.

We all know how difficult our terrains are in Cross River and how unfavorable our weather could be, but all along the way, no health worker has every retired with an excuse." She stated. 

" We as a state can boast of the fact that from the ranches in Obanliku down  to creeks of Ikang in Bakassi Local Government Areas, we have not seen any child with paralysis as an effect to poliomyelitis and its same commitment from our Health workers as we have seen for other vaccine preventable diseases.

"I must thank the state Governor, His Excellency, Senator, Prof. Ben Ayade for facilitating and helping in mobilizing workers through the approval of various incentives to encourage workers move to the hinterlands to get our under 5 immunized.

We have a first lady, Dr Linda Ayade who is also passionate about the lives and health of the people and that has spurred us into making greater achievements in the Health sector.

A thank you too to the Chairman of the state immunization committee, our Deputy Governor, Professor Ivara Esu, for piloting the affairs of the state's immunization exercise and giving clearer leadership contributions which has manifested today.

I also want to use this opportunity to encourage every parent and caregivers  out there to bring their kids and wards out for other immunization exercises which is currently on going in all 196 wards of Cross River State including Measles, Hepatitis, Tuberculosis amongst others". She concluded.

Ekpenyong warns against discrimination of Patients with symptoms related to COVID-19

The Director-General of the Cross River State Primary Health Care Development Agency, Dr. Janet Ekpenyong has warned primary healthcare workers in the state against discriminating patients who present Covid19 related symptoms to their various facilities.

Dr. Ekpenyong issued the warning in Itigidi, Abi Local Government Area of Cross River State when she undertook an assessment visit to ascertain the quality of information dissemination and knowledge sharing in the ongoing training exercise for Health workers on Covid19 prevention, treatment, and care in the state.

The DG said on no account should any facility or individual be reported for patient's mismanagement or poor service delivery as a result of their medical predicament but charged them to take adequate caution while performing their duties.

She said, though morality is being reported as it concerns Covid19 when compared to other diseases common within our environment, health workers should not neglect patients to die because of fear of being infected and so the importance of adhering to the guidelines as being thought to them.

"Covid19 just like every other sickness kills, but when you compare the mortality rate to malaria, typhoid and even maternal mortality you will discover that the attention is given and the anxiety attached to it is unwarranted.

It is unfair to allow patients who seek medical attention in your facilities to suffer or die because of fear of Covid19.

Any health worker or facility that gets implicated with this act, will be dealt with appropriately, as we all know, our duty is to provide quality healthcare for our people in line with Senator Ben Ayade's Commitment in creating a formidable healthcare sector that will be envied across the country".

Ekpenyong further thanked the state Governor Senator Ben Ayade and members of the Health community in Cross River State for their Commitment in safeguarding the lives of Cross Riverians and maintaining a great fight against Covid19 and other infectious diseases.

applauded the state government is investing in the development and capacity building of PHC staff as she also appealed for the training of such nature to be replicated as often as possible in all other Primary healthcare services and programs in the state.

The training which is organized by the National Primary Health Care Development Agency and supported by the state government has over 5000 health beneficiaries comprising health workers drawn from the primary, secondary, and tertiary health sectors across the 18 Local Government Areas of the state.

Since the first case of Covid19 was reported in March 2020, over 24,000 have tested positive, with about 8,000 discharged and a further 500 dead so far in Nigeria.

CALABAR, the Cross River State Primary Health Care Development Agency has flagged off the Local Government Area training of over 5,000 Health workers on covid19 and other infectious disease prevention.

Flagging off the training in Obanliku Local Government Area, the Director-General of the Cross River State Primary health care Development Agency Dr. Janet Ekpenyong charged participants to pay maximum attention in order to get abreast with new global practices in the fight against various infectious diseases and modern medical practices.

Ekpenyong who said though the state is Covid19 free as reported by the National Centre for Disease Control, best medical solution to any pandemic identifies prevention as the best form of the fight as she applauded the state government for taking proactive steps in managing the spread of the disease in the state.

In her words, Ekpenyong said a worthy collaboration between Cross River State Government and developmental partners like the National Primary Healthcare Development Agency has helped the grassroots health care providers to meet global and acceptable needs and practices as she further assured Cross Riverians of the professionalism of staff in the Cross River State Primary health care agency and their commitment towards actualizing the vision of the state governor in providing quality healthcare.

On her part, one of the state facilitators, Ms. Bassey Henshaw said the training has given participants the opportunity to equip themselves with prerequisite knowledge in combating various communicable diseases while also thanking the state governor and the DG state primary health care for spearheading various training and ensuring capacity building among health workers in the state.

Dr. Ekpenyong further took a tour to various training centers in some LGAs in the Northern Senatorial Districts including Bekwarra, Boki, Etung, Obudu, Ogoja, and Yala.

The training which is coming as a resolve to the online training of state facilitators is meant to be gazetted to the local government level, ward level, and will be stepped down to facility level.

Over 5,000 participants drawn from the  Primary Health care, Various secondary facilities, Military Hospitals and Clinics, and private facilities across the 18 LGAs are expected to be taught on how to manage suspected clients, how to detect covid19 in patients who display various symptoms, the proper use of Personal protective kits, and other preventive measures.

The Cross River State Government through its Primary Healthcare Development Agency has commenced the sensitization of its citizens on vaccine-preventable diseases, urging women especially nursing mothers to keep to the 6 routine immunization appointments for their wards to avoid deaths of infants in the state as a result of vaccine-preventable diseases.

The Director-General of the Cross River State Primary Healthcare Development Agency, Dr. Janet Ekpenyong made the call while addressing the public on the importance of strict adherence to immunization exercise and the resultant effects when missed.

Dr. Ekpenyong said, globally one of the highest causes of infant mortality is illnesses that can be vaccinated against while also emphasizing that vaccines are the sourest antidotes for childhood killer diseases.

She however admonished parents and caregivers to make their wards available for vaccination especially as the state is set to kick start its routine measles and immunization exercise across the 18 Local Government Areas of Cross River State.

"We all know that there are other diseases that are killing our people especially children aside Covid19, and so as a state, we have chosen to start an integrated campaign against all childhood killer diseases and for a start the measles campaign. It worries some to note that many women are depriving their kids of this privilege and as a state, we can't afford to manage another pandemic after Covid19

I want to debunk every rumor out there that there are poisonous vaccines being imported and circulated across the country. Emphatically I must say that our vaccines in Cross River State are safe and they are potent in line with the World Health Organization's standard and best practices. Our central cold store is working, and in our various facilities, we have solar panel refrigerators to store these vaccines.

I want to encourage all our mothers and caregivers to as a matter of concern to take their children and wards to the nearest Primary Health care Facilities around them and get them immunized.

Immunization is free and if taken accurately will ensure the development of antibodies of their children".

Also speaking, the State Immunization Officer, Mrs. Joy Chabo, charged pregnant women to make maximum utility of health facilities around them in order to receive vaccines that will protect them and their unborn children.

Concluding, the state Mobilization officer, Mrs. Nsa Ekpenyong said the agency has engaged the services of town criers in the rural areas, reached out to traditional, religious, and group leaders to permit health workers access their communities and facilities to administer vaccines to their kids as well as pregnant women.

The Cross River State Primary Healthcare Development Agency has commenced a statewide campaign to mobilize women out for routine immunization.

World Menstrual Hygiene Day: Over 3000 schools girls empowered in Calabar

As part of the world menstrual hygiene Day celebration, Flow with Pride initiative held an outreach on Wednesday, the 23rd of May, 2019 in some public secondary schools in Calabar Metropolis that empowered the lives of over 3000 secondary school girls. 

This outreach on menstrual hygiene management and counselling for secondary school students was held in partnership with Lady Care Nigeria.

The outreach started with Government secondary school Atu, followed by Government secondary school Uwanse, Pin Margaret Sec. Sch., Atakpa, and Government secondary school Akim. 

After the presentation on menstrual hygiene management by the founder of Flow With Pride - Chinyere Okey and her team, free sanitary pads, books and menstrual hygiene calendar were given to all the girls in secondary.

Health Policy Plus, USAID pours Encomium on C'River as Asibong Bows out as All Nigerian Commissioners for Health Forum Vice Chairman

It was full of accolades and Commendations for Cross River at the valedictory meeting session of Forum of Health Commissioners Organised by the  Health Policy Plus with the attendance of the Outgoing federal and state  lawmakers in charge of Health and Health Care Executives across the country.

The well attended  event witnessed high-profile  Health elective lawmakers  and appointees of state and federal government who have contributed  to the success story of the Nigerian health sector in the last four years. 

Cross River Commissioner for Health,Dr Inyang Asibong, who doubled as the Vice Chairman of the Health Commissioners Forum in Nigeria,alongside the Chairman of the forum and Commissioner for Health in Niger State, Dr Mustapha Jubril,  spoke on behalf of the Group, expressing appreciation for the opportunity given  to serve in various capacities in their respective States.

The Commissioners promised to continue to offer themselves for service of their country in general and respective states in particular in bid to provide needed Health Care services to  the well-being of every Nigerian. 

Asibong who narrated the Cross River  health success Story as being used by other states as a model, mentioned how Political will of the Governor has produced results  in the state health sector,with short, medium and long term achievements under Ayade's Leadership.

Some of these achievements  includes, Maternal and Child Health, infrastructure and health service delivery, a feat which also earned the State some recognitions by the organizers of the event following a well defined health  financing laws and policies already implemented in the State. 

Others are insurance health policy "Ayadecare", establishment of Calabar Pharmaceutical Company,Crass Reduction of HIV/AIDs Prevalence, National Tropical Disease- free in many LGAs,Full Accreditations of All Nursing Schools in the state ,among many  others received standing ovation from the Participants.

Also Health Policy Plus (HP+), a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID), and the project's HIV activities also supported by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) were given a pass mark to Cross River State at the event.

The DG Cross River Cross River Primary HealthCare Development Agency, Dr. Betta Edu has said that the state is on its way to becoming the hub of Medical Tourism in Nigeria.

Dr. Edu who is currently in Taiwan with the governor of Cross River state, Sen. Prof. Ben Ayade, to seek bilateral relationship opportunities with both the Taiwanese Government and private investors in Taiwan, said Cross River state will soon add another feathers to her tourism strides as there are ongoing discussions for huge investment in the medical sector of the state.

Edu made the disclosure in a social media post yesterday as she revealed that the state will be hosting a team of medical experts who will engage front line health workers in a capacity development training in July 2019.

Dr. Betta Edu's post reads this; "Cross River, soon to become the hub for medical tourism in Nigeria as Taiwanese Government and private investors agree to support. Beginning with capacity building for our frontline health workers in July 2019".

In a related development, the executive and digital governor of Cross River state, Sen. Prof. Ben Ayade, was spotted in a social media post delivering a 2-hour presentation on Investment opportunities in Cross River State, Nigeria In Taiwan.

The governor who is currently exploring bilateral opportunities in Taiwan went with his wife, Commissioner of Finance, Commissioner for Health, DG Primary Health Care and other key members of his cabinet. 



Nurse who beat up pregnant woman in Calabar, three others suspended

TDN had Friday night reported an incident that happened in one of the Primary Healthcare centers in Calabar, Mayne Avenue Primary Healthcare Facility precisely, where a Nurse on duty by name Eme Bassey was reported by a crowd of eye witnesses to have beaten up a heavily pregnant woman with a  mob stick, drove her out of the facility, forcing her to put to birth right in front of the facility.

When Dr. Betta Edu DG, Primary Healthcare Development Agency was contacted, she promptly swung into action as she has currently placed all the staff on duty in the facility when the incidence took place on suspension. Also suspended is the Coordinator of PHCDA in Calabar South Local Government Area.

"The DG, has with immediate effect suspended all the staff involved and the PHC coordinator who supervises them. All staff involved are to face disciplinary committee and might face tough sanctions including dismissal if the board so decides

"The fight to reduce maternal mortality and new born mortality can not be won except health workers are held accountable for their actions and inaction."

Betta Edu who was visibly shocked and angry with the attitude of the health workers was in uncontrollable tears as she told newsmen that she had warned some health workers time without number to treat patients with right attitude but they have refused to change.

 " I spend my time going from community to community to plead with women to leave Traditional Birth Attendants, Prayer houses and homes to deliver in Health facility, then a woman shows up in a health facility and she is beaten and pushed out, what worst  treatment could a human give to another human?, this kind of wickedness is unheard of, this health workers will be used to set example for others who have refused to do the work which they are paid to do" 

DG went on to say" health workers carelessness have lead to death of many women. The Governor of Cross River State has been faithful in paying workers and on time too, he is adding another 1000 health workers to improve things in health sector. This is in addition to the rural allowance paid as incentives and facility upgrade to improve services. what more could a committed Governor do to make things work? Since they have refused to change, we will show them the way out and bring in people who are ready to work!"

When asked if the Nigerian syndrome of godfatherism will not interfere with the disciplinary process, she said, she had done it before in Ogoja and other LGA's so Calabar South will not be an exception. In fact at a point the DG was heard telling one of the affected staff that she will resign should anybody dare to stop her from ensuring the affected health workers are dismissed.

Mrs. Edu told news men that she will ensure the full wrath of the law and other legal sanctions are placed on the health workers found wanting. "And if anybody dares stands on my way in the name of godfather or whatever, I will simply ask them if the pregnant woman was their wives, sister, relative etc they will want to stop justice from taking place?" She queried.

Summary of the entire gist from various eye witnesses who were ready and passionate to tell the story of what happened has it that; 

A woman in labor was brought to PHC Mayne Avenue, on Friday evening. Rather than health workers present help her into the labor room, the demanded for 20,000 for surgery (meanwhile surgeries cannot be done in PHCs) and pushed the woman with that excruciating pain out of the facility. To make matters worse, a trained nurse who goes by the name Eme Basset, with the help of one other Volunteer worker named identified as Tom used mop stick to beat the woman, claiming that she bit her hand with her teeth. The said woman was thrown out of the facility and the in-charge was said to have not only recorded the whole scene with her mobile phone, but also help throw the woman's bag out of the facility.

The woman who was in excruciating pain went to the grass in front of the facility where she naked herself, held the sign post of the facility and struggled on her own to deliver her baby with the aide of a member of the community and other passer by. When finally  the woman put to birth, the youths in the community went into the health facility to move the said nurse out to ensure she assisted the woman. It was then she reluctantly came out to help the woman deliver her placenta and finally let her into the facility. 

The woman has been admitted and the DG has provided for cloths for her and her baby as well as other provisions she requires to care for the baby.
